The phrase is a bit of a riddle indeed, and I do not know what it might refer to, either. I found the exact passage on the website of "Tijdschrift Voor Indische Taal Land En Volkenkunde 1933", and it struck me that in some of the other texts, there are quite a few typos, words misred or badly transcribed from the original (sometimes, the "u" is written as an "n", e.g.).
I can not say if your fragment is wrongly transcribed or not. But the other texts you found on the internet with "honden en handen" in them, have a different context and are not related, as far as I can see.
In all encyclopedias that I consulted, the word "hand" refers to either the body part or a figure of speech that has to do with the body part. So no meaning at all referring to an animal.
